Ethics Czar, Shapiro, Clears Harper & Emerson

In the end, though, Harper gave Shapiro both an interview and a written response, says CBC in its report. Ethics Commissioner Shapiro despite initial refusals from PM Harper to cooperate and his open search to replace him, in the end says that both Harper and Emerson broke no rules when Emerson was persuaded by Harper to cross the floor to the Conservatives from the Liberals. He does suggest however that the House of Commons should debate the now often crossing of the floor because of the public uproar on the matter.
